Just touched on this subject in another post.
The empty solids you are seeing on ebay are "samples"
That is they are lauder solids that never made it to Canada to be filled with perfume or boxed. These solids are being sold at a warehouse sale that Estee Lauder (in NY) has a couple of times a year, you must obtain a pass to go. There is no limit on what they will sell to you and from what people have told me they get them dirt cheap. The sellers with them on ebay have been selling them in the past and have just started selling them again.
They are making a small fortune on us collectors

Does this make the solids less valuable to a collector without a pouch or box? I'm just starting to collect. How much less should one be able to pay for a solid without perfume?

Yes, I say they aren't as valuable without the box or perfume. A solid in mint condition will always bring in more money than one without the box or perfume.
Right now if I don't have the solid and I see it without the box I will purchase it just to have it in my collection. I will then always be on the lookout for that particular solid with the box and then sell off the other one.

MINT IN THE BOX IS THE IDEAL WAY TO GET INTO YOUR COLLECTION!!!
I ONLY HAVE A COUPLE OLD SOLIDS THAT ARE EMPTY...
FOR THE MOST OF MY COLLECTION ARE MINT IN BOXES, NEVER USED, ETC...
